Rep. Jack Cera has said his reasoning for sponsoring House Bill 64 is simple: “I do not feel that individuals purchasing a car, paying it off over a period of time, and then wanting to sell it to you or I should have to pay twice for title.”

The proposed legislation would allow an owner of a motor vehicle to obtain one physical certificate of title from a clerk of court without having to pay the $15 title fee.

The bill’s provisions also would apply to watercrafts, outboard motor vehicles, off-highway motorcycles and all-purpose vehicles.
