Nearly two-thirds of economic development incentives such as tax breaks that ended in 2011 did not follow through on promises made in exchange for the incentives, according to a new report from the Ohio Attorney General’s Office.

The report found that 162 of the 255 awards finalized in 2011 were in substantial compliance while 93 awards did not comply, leading to an overall compliance rate of 63.5 percent.

Most of the awards were made to businesses between 2006 and 2008.
